Eng Henry Kulaya is a Senior International Consultant for Education reforms and development working at the intersection of Development partners and the Ministry of Education in Tanzania and Zanzibar. He was appointed by the World Bank and UNICEF to be the lead consultant to conduct the Education Sector Analysis (2016/17-2021) and the five-year Education sector Development Plan (2021/22-2025/26). Henry is an Education Implementation Researcher with UNICEF READ (Research on Education And Development) in Italy, and is currently coordinating the DATA MUST SPEAK (DMS) research on the identification of Positive Deviant Education Institutions in Mainland Tanzania and Zanzibar by focusing on the behaviours and practices that make institutions thrive despite challenging contexts. Henry was part of the team at the World bank who drafted and consulted with the government of Tanzania on Unlocking Youth Potential: Empowering Skills through Dynamic TVET, a World Bank Policy Note for Mainland Tanzania aiming at tackling youth unemployment and skills gap. With regards to the Higher Education space in Tanzania, Henry has facilitated and provided insights at various HE institutions on key themes such as “Internationalisation of HE curriculum” (Sokoine University of Agriculture-SUA and TCU), “Developing partnership and collaboration between domestic and diaspora stakeholders in fostering science education and STI for sustainable development for Tanzania” (COSTECH/Tz Academy of Sciences), “Enhancing and Sustaining Academia-Industrial Links” (College of Engineering& Technology UDSM in conjunction with the Royal Engineering Society UK ) , ICT and Innovative Pedagogical Methodologies for HE Teaching and how to incorporate into Curriculum review” (Dar es Salaam University College of Education-DUCE), Universities-Industry partnership for Land Governance in East Africa (Ardhi University-Eastern Africa Land Admin Network) and Prior to his return to his native home Tanzania, Henry worked as an Education and Skills Development expert for 22 years supporting with transformational and strategic leadership in the Education and Skills sector in the UK. As a Senior Education Leader, he has supported Education Trusts in the UK with Education reforms and improvements in the Quality of Education and outcomes for learners. His work was widely recognized in the UK by the Department for Education (DFE) and the Royal Foundation. Aside from various post graduate qualifications in Education from several UK Universities, Henry also holds a Bachelor of Engineering degree (Beng) in Electronics and Telecommunications Engineering from Portsmouth University in the UK and is a member of IEEE in the UK.
