At the apex of the Institute's organization structure there exists a twelve member Governing Council inclusive of the Chairman and the Secretary, who is the Director General of the Institute.
The  Chairman of the Governing Council and the Director General of the Institute are appointed by the President of the United Republic of Tanzania. The members of the Council are appointed by the Minister of Education and Vocational Training.

The Governing Council's responsibility is to oversee and guide the Institute to ensure that the objectives for which it was established  are fulfilled year in, year out.

The Director General of the Institute is responsible for the day - to - day  operations of the Institute. In order to effectively discharge this responsibility the Director General is assisted by Directors, who are head of departments. Organizationally the Institute is then structured into four departments, namely, Dept of Curriculum Development and Review, Dept of Research Information and Publication,Dept of Educational Materials Design and Development and Dept of Centre for Curriculum Training.
